About DEAN
Judge Hrbacek has dedicated his life to serving Fort Bend County as a judge, attorney, mayor, director on numerous boards, volunteer and neighbor. A third-generation Texan, Dean and his wife Jenny have called Fort Bend County home since 1987. Together, they raised three children here, built lifelong friendships, and became active members of The Freedom Center Church in Missouri City.
Judge Hrbacek's path into public service was shaped by his belief that strong families and strong communities go hand in hand. After earning his accounting degree from the University of Houston–Clear Lake and his law degree from the University of Houston Law Center, he began a successful law career, ultimately managing his own law firm. He became Board Certified in Tax Law by the Texas Board of Legal Specialization and is also a Certified Public Accountant. For more than 25 years, Dean represented individuals and businesses in civil matters, estate planning, probate, real estate matters, and business disputes. He also practiced before the United States Tax Court and the IRS, gaining a reputation for being both tough and fair.
Public service has always been close to Judge Hrbacek's heart. He served on the Sugar Land City Council from 1993 to 1996 and then as Mayor from 1996 to 2002, helping guide the city through a period of historic growth. His leadership brought about cornerstone projects like Sugar Land Town Square and the establishment of the University of Houston at Sugar Land campus. Today, he continues that same commitment on the bench as Judge of Fort Bend County Court at Law No. 6. His court handles probate, guardianship, juvenile cases, misdemeanors, civil litigation, and mental-health matters, along with overseeing the county’s only DWI Court program.
Judge Hrbacek believes that every person deserves to be treated with dignity, fairness, and respect when they walk into his courtroom. His guiding principle is simple: follow the law, apply it evenly, and ensure that everyone has their day in court.
Away from the bench, Judge Hrbacek enjoys hunting, fishing, traveling with Jenny, and spending time with his children and grandchildren. For him, Fort Bend County is more than where he works—it’s the community he proudly calls home.
